WARNING TO BOATERS - LAKE IS FULL OF DEBRIS
A STORM IN THE UPPER REACHES OF LAKE CHELAN CAUSED A MAJOR SLIDE OF DEBRIS INTO THE LAKE OVERNIGHT TUESDAY THAT HAS FILLED THE LAKE FULL OF DEBRIS ALL THE WAY DOWNLAKE AS FAR AS 25 MILE CREEK AND BEYOND.
Chelan Ranger Bob Sheehan gives us the story ....
Note - Ranger Sheehan says the slide of debris into the lake could well be the effect of fires of the last few years which have burned much of that area.
Sheehan mentions 2005 and last year it was the Domke Fire as well.
Little Creek appears to us to border on the downlake perimeter of the Domke fire of a year ago.
Many drainages in the Lake Chelan Valley have subsequently had major washes into the lake after wildfires. One of the worst at Prince Creek in the late 60's and Mitchell Creek in 70's. But there have been many many more.

When The Circus Comes To Town!
Legendary Paul Pugh and the Wenatchee Youth Circus comes to Manson this Friday afternoon for a single performance at Manson High School.
For GoLakeChelan's Steve Byquist, yours truly (Jerry Isenhart) and our good friend Dave Gellatly, having the "Y-Circus" come to town is a very special event. The three of us are just a drop in the bucket of Circus Alum who spent a few of our youthful days as members of this incredible organization. (Steve, Dave and I were aboard in the 60's when we traveled as far north as Prince George, BC and as far south as Bend, Oregon and Lewsiton, Idaho .... and most points in between.
And get us all together to share those days and we always continue to learn more about what 'really' happened on most of those trips!
But the memories are priceless and we all share a common LOVE for GUPPO (Paul Pugh) and the gift he gave to our lives and the lives of hundreds and hundreds of others before and since.

City Council Stops Fireworks Sales Inside City Limits
The Remainder Of Last Week's City Council Actions & Comments

With the County already facing extreme fire danger, officials are concerned about consumer type fireworks being used in an improper way creating serious fire danger.
At last week’s Chelan City Council meeting, the Council had a discussion concerning its own Fireworks Code (CMC 8.10) and an application by TNT Fireworks to allow Marty Nottingham (and his son Tory) to sell consumer fireworks within the City limits.
The recommendation from City Attorney Alan Galbraith was to approve the City’s determination that the TNT application violated or did not comply with the City’s fireworks code.
TNT Fireworks, who submitted the application to the City on behalf of Nottingham had not, as of the City Council meeting, responded to several emails from the City. While the application’s non-compliance to the code was technical, TNT Fireworks tried to cite the applicant’s constitutional right to engage in business, and that the State Fireworks Law, RCW 70.77 and WAC 212-17 governed the regulation of fireworks in the City and therefore the City’s fireworks code did not govern.
Without a new application, and a statement by Chelan County 7’s Fire Chief, Dennis Ashmore, concerning the extreme fire danger in the County, the City Council, with the exception of Councilman Stan Morse voted against allowing the retail sale of fireworks I the community.
In addition to the Council’s decision, Galbraith told the Council that when there is a permit process in place, it is a process the staff deals with and it is not appropriate for the council to review.
During the Public Comment period and Council comment period, the situation at the recycle center in Safeway’s parking lot was discussed.
Ex-City Councilman Peter Rodionoff brought the subject up during the public comment period, stating that people are abusing the recycle center by dumping garbage there.
“I have personally viewed people abusing it that made my blood boil,” said Rodionoff. He even approached one of the abusers who was stuffing a mattress into to the cardboard container and was asked by the abuser, “What are… the guardian of Chelan?”
Rodionoff requested that the City put up a sign stating that the recycle center will no longer be available if the abuse continues. Mayor Bob Goedde said, “Littering is still littering and that is still a finable offense.”
Councilman Guy Harper suggested during Council comments that a camera should be put into play at the recycle center. “They work for the school district. I don’t see why a camera wouldn’t work in this situation,” he said. Councilman Morehouse stated that a sign should be in place telling people that if caught, they would be subject to a $1,000 fine.
In other business:
Council unanimously approved amending the code on Churches as a Non-conforming use. The amendment to the code will allow a vacant church only 18 months to find a new tenant.
Council unanimously approved a resolution adopting the 2009 – 2014 Transportation Improvement Plan. “The most important part of this resolution is the ability to obtain federally funded help for streets on this list,” said Public Works Director Duane Van Epps.
Chelan County Solid Waste Director Brenda Harn was not available to give her Recycling Report.
Council approved a motion to authorize Mayor Goedde to sign the Memorandum of Agreement between the City and Lake Chelan Arts Council.
Council unanimously approved a Funding Agreement with the Lake Chelan Community Trust in the amount of $2,400 to assist with the preparation of a market analysis for affordable housing.
The Council pulled from the agenda the 2008 Summer Youth Swim lessons with the Wenatchee YMCA.
The Council received information from the community service clubs who would like to improve their Welcome to Chelan signs. They will be asking Council to partner with the Lake Chelan Chamber of Commerce and the VFW. More information will be forthcoming on this issue.
City Council adopted an amendment of the code to add a handicap parking place on Chelan Avenue.
Council comments:
Mike Cooney asked if the City could consider a Utility Bill discount for senior citizens being squeezed by rising costs. “It there anyway to visit that issue because of rising costs,” asked Cooney.
Tanya Greenfield asked about the Trail Section B from the Lakeside Drive-In to just east of Campbell’s entrance on Highway 150. Duane Van Epps that Phase I of that project is now complete and that the contractor would not be back in until after Labor Day to continue work. He also stated that the PUD would pull the utilities underground at that time and remove the telephone poles.
Cameron Morehouse echoing Jenae Pape-Miller that parking is becoming a huge issue, proposed having 2, 4 and 6 hour parking zones depending on how close to the city’s core business area one is parked.
City Administrator Dave Fonfara applauded the council people who attended the Association of Washington Cities conference for their total engagement at the conference.

Safe and sane fireworks are on sale now in Manson west of the Wells Fargo Bank.
Manson Booster Club has operated this fundraiser to benefit the Manson Schools for more than 20 years.
This year faculty and parents of the soon-to-be 6th graders are manning the booth to help raise funds for the annual trip to Holden.
The stand is open Tuesday through Friday (July 1st to 4th) from 10 am to around 8 pm.

Neighbors In Okanogan County Fighting Fire Near Casino
Electrical storms passing through the region in the last couple of days set off close to 100 fires in the region and are a reminder of just how dry and fragile conditions are as we head into the busiest week-end of the year.
In Okanogan County - two fires have authories concerned:
One near the City of Okanogan, is said to be the biggest at over 100 acres. Ten homes have been evacuated along with the Okanogan Bingo Casino and the Okanogan Inn. So far only one out building has been lost to the fire.
Fire crews also have another smaller fire of concern near Malott, north of Brewster. A
DNR spokesman says this one has burned 300 acres.

Campfire & Firework Restrictions Start Today
The weather outlook for the Fourth of July is hot and dry.
The combination of high temperatures with recurrent strong winds has pushed local fire danger indices up tremendously.
To help protect communities and natural resources from potential wildfire, CAMPFIRE RESTRICTIONS GO INTO EFFECT for the Chelan, Entiat and Wenatchee River Ranger Districts, TODAY.
A campfire restriction means that wood and charcoal fires are allowed only in designated campgrounds with firerings, some classified Wilderness areas and specially designated sites. Pressurized liquid gas stoves are still allowed, but briquette fires are not.

Aquatics Center Funding Proposal Raises Council Questions

At the direction of Chelan City Council, Chelan’s new Parks and Recreation Director Charles Sablan, brought forth a report on the scope and cost of a regional aquatics community center siting feasibility study for the Council to consider.
Sablan’s report raised a heated discussion amongst the Council members and Mayor before Council voted to dedicate up to $20,000 to the study on a dollar-per-dollar match by the Lake Chelan Aquatic & Community Center committee.
This money, when raised will allow a consultant to perform an independent location and feasibility study for the proposed center.
In a press release following the decision, the committee stated, “Our group views this action as an important step as we proceed in a partnering mode with the City to satisfy a very strong desire of the community.”
The Council discussion began with Councilman Cameron Morehouse complaining that the media has misinformed the community which he feels is not helpful to the group. Councilwoman Tanya Greenfield commented that the $40,000 requested was a lot of money and wondered if there might be other sources to help with the match.
Councilwoman Jenae Pape-Miller said she had given Scott McKellar a source for a $50,000 grant to fund a study, but that it wasn’t submitted. “We are so limited in funds that I’d rather have our money used elsewhere when other funding is available.”
Councilman David Weldy that the aquatics center proposal isn’t just a Chelan want, but a greater community want and his question was how it would be paid for… floating a bond, increasing the sales tax, or by other means. “I would like to see that before we take $40,000 and conduct this study.
Sablan suggested the possibility of a Metropolitan Taxing District that would take in the entire Lake Chelan Valley. Weldy suggested that the question could go out to the community in the City’s water bill, but Miller said, “People aren’t passing any new taxes.”
Councilman Stan Morse added that the community and committee needs to “logically and intelligently present it to this town. If we just throw it out we are condemning it to failure,” he said.
From the committee’s perspective, Lynn Nelson told the Council, “We do not have a clear location (for the center). You can’t put a price tag on it when you don’t know where it will be built.” She then asked the Council if $40,000 was too much, what can they do. Miller replied that she would like to see a grant applied for. Weldy added that he didn’t have a problem entering into a partnership, but said, “If you have $20,000, we have $20,000.” Nelson said, “We can’t go any further without a location.”
McKellar told the Council that the Lake Chelan Recreation Foundation meeting is held at 4:15 p.m. on the last Tuesday of the month at Campbell’s Resort, usually in the Monfort Room. “Our group is high centered,” he said. “How can we determine the costs if we don’t know the parking costs, the location and the land costs. We need the Council’s support.”
Mayor Bob Goedde asked why the Aquatics Committee hadn’t made a presentation to the County Commissioners. “I’ve talked with Commissioner Hawkins and he would welcome a presentation,” said Goedde. “This is a regional center and you need to get the County’s buy-in.”
McKellar told the Council that the Committee has presented their plan to Brewster and others and have received regional support.
Councilman Morse suggested that the City match up to $40,000 which would show that the City has made its commitment to the proposal, but that the Committee needs to sell it to other groups too. Miller continued her argument that the Committee didn’t apply for available grant funding when it was available. “I have a problem with that.”
In the end, Morse made a motion for the City to match the Committee’s ability to raise money for a consultant dollar-for-dollar and to have the Park’s Director help with presentations to other groups.
The motion was passed unanimously by the Council.

The following day, the Aquatics Committee issued a statement of appreciation for the Council's action. It reads....
• It’s great to see the Council step up to meet a community need. Unfortunately, only one in seven kids in Chelan County knows how to swim. Building this facility and operating it effectively will go a long way to help kids as well as providing much needed therapeutic and recreational programs.
Our hat is off to the City Council! The desire for an aquatics and community center had been made apparent several years ago when two community needs surveys were completed. Now, with the help of the City of Chelan, let’s figure out where to build it, how to fund it, and how to cover the M & O costs.
Anyone who would like to support or donate money to the proposed aquatic & community center, checks can be made out to the Lake Chelan Recreation Development Foundation.
The LCRDF is a 501(c)3 organization that is an umbrella to several local recreation oriented organizations including but not limited to the pool group, the trails group, etc.
People should designate on their check or on an attached note that they want the money directed to the proposed aquatic & community center.
It would also help us to separate funds coming into the LCRDF if they would mail their checks to 119 Water Street, Chelan, WA 98816 (Scott McKellar's home address).
Since the LCRDF is a great method for people to get a tax donation, they could also donate cars, boats, or other property (including waterfront property!) to the cause rather than money if they'd like.

PUD Commissioners Continue To Study Rate Increases
Chelan County PUD Authorizes Land Swap For Snowpack Forecasting Site
Continues Rate Increase Studies
Hears Complaint About 1 Commissioner
Chelan
County PUD commissioners Monday declared 371 acres of PUD land in the Glacier
Peak Wilderness Area surplus and authorized exchanging it for a permanent
easement to the U.S. Forest Service’s Lyman Lake Snotel Site, where the PUD has
measured snowpack since 1928.
The PUD’s land, called Miners Ridge,
is in Snohomish County, so a hearing took place simultaneously via telephone in
Snohomish County. No one from the public spoke at either hearing site.
The exchange was made possible after Congress approved the Wild
Sky Wilderness Bill in April. President Bush signed the bill into law May 8,
opening a 90-day window to complete the exchange.
Prior to final
closing of the exchange, the state Department of Ecology will do a final
environmental assessment.

Morris and his wife Esther went to the state fair every year, and every year Morris would say, "Esther, I'd like to ride in that biplane
and Esther always replied, "I know Morris, but that biplane ride is 50 dollars
and 50 dollars is 50 dollars".
One year Esther and Morris went to the fair, and Morris said, "Esther, I'm 85 years old. If I don't ride that old biplane , I might
never get another chance." Esther replied, "Morris that biplane ride is 50 dollars and 50 dollars is 50 dollars".
The pilot overheard the couple and said, "Folks I'll make you a deal. I'll take the both of you for a ride. If you
can stay quiet for the entire ride and not say a word I won't charge you! But if
you say one word, it's 50 dollars." Morris and Esther agreed and up they went.
The pilot did all kinds of fancy maneuvers, but not a word was heard. He did his
daredevil tricks over and over again, but still not a word. `
When they landed,
the pilot turned to Morris and said, "By golly, I did everything I could to get
you to yell out, but you didn't. I'm impressed!" `

tell you the truth, I almost said something when Esther fell out, but you know
